KENYA.

A temporary levy is in force at the rate of 5 per cent. on all salaries (including duty, personal, and acting allowances) up to £600 per annum, 7 per cent. on that part of any salary which exceeds £600 but does not exceed £1,000 per annum; and 10 per cent, on that part of any salary which is in excess of £1,000 per annum. The total emoluments liable to levy are abated by the amounts paid, Widows' and Orphans' Pensions Scheme contribution. The normal allowances have been suspended and transport and house allowances have been reduced. All allowances to officers volun- tarily attending courses of instruction on leave have been suspended. In the case of officers and soldiers of the King's African Rifles in the public service, the rate of the levy is slightly different, being 5 per cent. on the first £1,000 and 7 per cent. on that part of any salary which is in excess of £1,000 per annum,

As from 1st January, 1933, important alterations in the terms and conditions of service have been made, including, as an emer- gency measure for a period of five years, the lengthening of the tour of service.

LEEWARD ISLANDS.

The regulations governing the grant of passage allowances have been temporarily suspended except in the case of an officer who may be granted leave on medical grounds. A new and reduced scale of subsistence allowances has been introduced. A temporary levy of 2 per cent. on salaries of £100 and over is imposed.

MALAYA.

No cost-of-living allowance is now payable in addition to salaries. Reductions in travelling, transport, night, and acting allowances have been made. The uniform allowance for Nursing Sisters has been reduced.

MAURITIUS.

The grant of leave passage allowances to officers in respect of their wives and children has been withdrawn but officers now receive a grant of the cost of return passages for themselves alone.

Except in the case of certain posts which have been especially exempted, a temporary levy on salaries and allowances is in opera- tion in the case of posts carrying a salary of Rs. 900, or more, at the following rates:-

5 per cent. on salaries not exceeding Rs.1,680 per annum. 73 per cent. on salaries not exceeding Rs.2,400 per annum. 10 per cent. on salaries exceeding Rs.2,400 per annum.

NEW HEBRIDES.

Salaries of Condominium Government officials in excess of £50 plus 6,200 francs are subject to a temporary levy at the rate of 5 per cent., with an additional 2 per cent. on that part of any salary which exceeds £250 plus 31,000 francs.

NORTHERN RHODESIA.

Outfit allowances have been suspended except for Nursing Sisters and commissioned officers of Police (Military and Civil). Sub- sistence, detention, and excess baggage allowances have been sus- pended or abolished, motor mileage, travelling and commuted travelling allowances reduced, and Government assistance to officers at Livingstone towards the payment of water fees stopped. Acting allowances have been temporarily suspended except in the case of officers acting for the Governor, Judge of the High Court, Provincial Commissioner, or as Head of a Department.

As a measure of emergency it has been decided that leave will not normally be granted until an officer has served for a tour of 36 months.

A levy on salaries is in operation on the following scale :-

5 per cent. on the first £480,

71⁄2 per cent. on excess over £480 up to £920, 10 per cent. on excess over £920:

the total emoluments liable to the levy being abated by the amounts paid as Widows' and Orphans' Pensions Scheme contribution.

Salaries of less than £18 a month are exempt and no deduc- tion is to reduce any salary below that figure. A deduction from the amount of the levy payable is made in the case of married officers with children not in remunerative employment.

NYASALAND.

Outfit allowances have been abolished except for Commissioned Police Officers, Nursing Sisters, and Officers of the King's African Rifles. Certain acting allowances have been withdrawn, and all baggage and garetta and travelling allowances, as well as the privilege of free dental treatment, have been suspended.

SEYCHELLES.

A temporary levy on salaries at the following rates is in opera- tion:-5 per cent. on salaries not exceeding Rs.2,500, 7 per cent. on salaries not exceeding Rs.5,000, 10 per cent. on higher salaries.
